The contracting parties to the state's official and collective agreements are the State Labor Market Institute (VTML) and the state's main contracting organizations, i.e. your own union Trade Union Pro (STTK), the Association of Public and Welfare Sectors JHL (SAK) and the negotiation organization of the educated public sector JUKO (AKAVA). Agreements include central-level agreements and detailed agency-specific agreements. Central-level agreements include the state's general employment and collective agreement (ves), working time agreement, annual leave agreement, agreement on reimbursement of travel expenses, and other agreements included in the state's employment and collective agreement. Agency-specific agreements are detailed administrative and agency-specific employment and collective agreements. These agreements agree in more detail, for example, on the salary systems to be followed in the agencies, shop stewards and their remuneration, and the position of the personnel. When negotiating agency-specific contracts, the representative of the personnel is, as a rule, either the chief shop steward, shop steward or Pro's contract subordinate. Pro's advocacy is responsible for the state's central-level negotiation activities and coordinates and supports agency-level negotiation and contract activities. The negotiators of the administrative fields are either the ministry of the relevant administrative field or, in most cases, a subordinate agency independently. Pro's advocacy supports its representatives in agency contract negotiations and interprets contracts. The most significant of these are the service sector employers PALTA and Sivistystyönantajat.
